A delegation from the Chinese Ministry of Transport (MoT) and its affiliated institutes the Transportation Planning and Research Institute (TPRI), the Academy of Transportation Science, the Waterborne Transport Research Institute and the Research Institute of Highway (RIOH) visited Berlin and Hamburg from October 23rd to 26th in order to gain first-hand experience and exchange on transport and climate change strategies. The Sino-German Cooperation on Low Carbon Transport (CLCT) project, commissioned by the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMUB), organized the “Mitigating Climate Change in the Transport Sector” study tour program.
Part of the visit was a meeting with BMUB to discuss Germany’s transport and climate action plans and to exchange on national GHG mitigation policies and measures in the transport sector.
Through meetings with the Hamburg Port Authority and the Hamburg transport alliance (Hamburger 
Verkehrsverbund (HVV)), the participants gained an insight into local and mode specific approaches to reduce CO2 emissions in the transport sector as well as solutions for regional integration of public transport services.
Another highlight was the visit of the ENUBA (“Electromobility in heavy commercial vehicles (HGV) to reduce the environmental impact on densely populated areas”) eHighway project, funded by BMUB. It shows how HGV traffic can be more energy-efficient and sustainable. In this context Siemens has developed a concept for the electrification of HGV traffic and has been testing its technical feasibility on a test track near Berlin. The project got the full attention of the Chinese delegation as the technology not only cuts energy consumption by half but contributes significantly to the reduction of local air pollution, a problem that is predominated in China.
Background
The Sino-German CLCT program strengthens the cooperation between BMUB and MoT in the area of climate protection in the transport sector. Apart from supporting a political dialogue on low carbon transport, the project develops emission quantification and monitoring approaches for the Chinese transport sector and cooperates and consults on avoiding, shifting and improving policies and measures in urban passenger transport and in freight transport. Methodologies for GHG quantification as well as policies and measures will be tested in pilot applications. The overarching aim of the project is that Chinese policy makers in relevant governmental authorities and especially MoT are prepared with effective and efficient implementation strategies to further develop low carbon land transport in China. The project is funded through the International Climate Initiative of the BMUB.
