On behalf of the Ministry of Transport of the People’s Republic of China (MoT), the Chinese Research Institute of Highway (RIOH) prepared a report on the GIZ study tour “Best Practice on Carsharing Concepts in Germany and the Netherlands”. Led by Mr. Xu Wenqiang, Director of the Department of Road Transport at MoT, Chinese municipal and regional authorities attended the study tour that took place between August 25th and 31st 2013 in Berlin, Wolfsburg, Hanover, Bremen and Amsterdam.
Besides a comprehensive overview of information and insights from the study tour programme, the report highlights carsharing as a promising option to mitigate private car use and vehicle ownership in densely populated areas, while at the same time meeting citizen’s demand for urban mobility. Moreover, RIOH recognizes the potential of carsharing to accelerate the integration of new energy vehicles in sustainable urban transport, but emphasizes the importance of governmental guidance to promote and foster this mobility service in China. According to RIOH, the relevant governmental authorities and related institutes should particularly focus on the integration of carsharing in public transport, the issuing of supportive carsharing parking policies and the conduction of carsharing related research.
MoT and RIOH jointly published extracts of the report in the well-respected Chinese transport journal “China Road Transport”, which mainly addresses Chinese provincial and municipal Transport Management Bureaus. The study tour on carsharing was organized and conducted by the Sino-German Cooperation Project on Electro-Mobility and Climate Protection. The project is funded through the International Climate Initiative of the German Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB).
