Successful 3rd Forum on Technologies & Policies for Transportation Energy Conservation and Emission Reduction in Beijing

mmexport1416534224715Hosted by Energy Foundation China, co-hosted by GIZ and organised by SAE China, the 3rd Forum on Technologies and Policies for Transportation Energy Conservation and Emission Reduction was successfully held on November 21st, 2014 in Beijing. Around 120 participants from the Chinese government, think tanks, research institutions in the field of transportation policy and automotive companies attended this forum. It focused on further policies and activities needed for the development of electric vehicles in China. Mr. Wang Jiansheng, president of EF China opened the forum. Following his speech, Mr. Qu Guochun, Deputy Director-General of Ministry of Industry and Information Technology delivered a keynote by giving an overview of the current policies and management measures in China to promote the energy consumption reduction in automotive industry. Zhang Jinhua (SAE China) and Christian Hochfeld (GIZ) both pointed out the challenges and significance of promoting the development of the transport sector in a sustainable pathway in their keynote speeches.

The forum was divided into four sessions focusing on different aspects regarding energy conservation and emission reduction in the transport sector including

I. Technological development of EV (Prof. Ouyang Minggao from Tsinghua University) and the EV standards for development of EV in China (Wu Zhixin, CATARC);

II. Fiscal incentive policy (He Hui, ICCT) and credit & trading system for EV (Liu Bin, CATARC);

III. Environmental impact assessment of EV (Prof. Huo Hong and Prof. Wu Ye from Tsinghua) interlinked with the penetration of renewable energy in China (Wang Zhongying, ERI);

IV. Challenges and perspectives of EV promotion in local cities (Niu Jinming, Beijing NEV Promotion Center) and innovative mobility concepts promoting EV market penetration in urban transport (Wang Hao, RIOH and Alexander Jung, GIZ).

In the course of the workshop, the speakers highlighted the potential of carsharing as an option to integrate electric vehicles in sustainable urban transport and to support the development of electro-mobility in China. Based on its characteristics, carsharing can contribute to the overall diffusion of electric vehicles by separating car use from vehicle ownership and by overcoming current challenges of the private EV market in terms of high total cost of ownership, limited range and long charging time. In addition, international practices for carsharing proved to be a complementary component of urban transport, which can lead to a shift from motorised individual transport towards more efficient and sustainable public and non-motorised transport modes.
As for the environmental assessment of EV, considering the life cycle assessment of for energy consumption and environmental impacts caused by EVs, higher share of renewable energy as well as the increasing electricity generation efficiency will be crucial for the climate impact of EVs. At the same time, emission of different air pollutants may vary and thus need to be further analyzed. GIZ and Tsinghua will further conduct this research jointly.
This forum provided a meaningful platform for a wide range of stakeholders to discuss key issues, provide expert opinions and find synergies for the further effort in reducing energy consumption and emission in the transport sector by promoting the sustainable development of EV in China. Suggestions and conclusions from this forum will be a valuable reference for related decision making process. Such dialogues and exchanges will be continued with the joint effort from Energy Foundation, GIZ and our partners in China.
